Unhappy Need help with fuel delivery

I'm glad I found this forum and hope some one can help me. I have a 1992 F150 2WD with a 5.0L that I don't want to part with. It has 2 fuel tanks. It had been running a rough off and on but now will not start at all. No matter which tank I try to run off of the fuel pumps run continually with the key in the ON postition. Normally I turn the key to the ON psition, the pump runs briefly to build up pressure and then stops, then I start it. The plugs are DRY. I checked for spark first and I have that but the plugs are dry. I changed the in-line filter and the fuel relay. It ran all day yesterday (Saturday) and then will not run again. I am really stumped! Could it be the Fuel Pressure Regulator?
