Must be a reg. cab short box 4x2, headed downhill, in neutral, with the wind to his back.
Even my 3,200 lb. Mustang with the 4.6 under the hood averages 19 on my daily commute, and can maybe pull low 20s strictly on the highway.

2011 Lariat Supercrew 4x4, 6.2, Max Tow with 3.73's. These examples are trips to/from my Place in West Virginia. It's about 265 miles, I average 60-65 mph. The last one is actually after my trip home to Delaware from WV..
We just traveled the 560 miles form North Carolina to Kissimme, Florida in our '13 4x2 5.0L with 3.31 gears Platinum Crew. It turned in an impressive 21.3 mpg running with the traffic. The truck now has 30,800 miles on the odo, and it still amazes me with the comfort, quality, and gas mileage.
OP, my '97 short bed regular cab 4.6L F-150 would only do 19.7 at it's best. So, I must agree with WXman, he must have been doing around 35 mph downhill to get that good. Remember, everything's relative.

Did a trip to St. Louis last week. About a 400 mile trip each way. The area where we live was not in EPA compliance. We had to burn some special kind of gas that cost about 25 cents more a gallon. The new guy in charge of the EPA said we were in compliance, gas is much cheaper now. Took my truck with the regular summer blend, F150 rcsb, 3.55, 4X4 5.0 set the cruise control on 70, for 20.8mpg going west. Returning with a slight tail wind 21.2. Truck is stock, no secret, do the speed limit.

2009 5.4 fx4 cclb, driving from western NC to Houston TX and back, hand calculated 16.6. But, that was running 75 most of the way, and running bfg 10 ply tires. Not looking forward to next year when there's a camper behind us.
