Take a multimeter to DC volts, unplug connector at the horn siren, check for power and ground at connector while someone presses the horn pad, if you have power and ground replace horn siren, if not trace it down. Maybe a horn pad or clockspring.

Clockspring often affects numerous things - cruise control, blinkers, warning lights come on. But you never know.

Clock spring circuit's are horn, air bag, cruise control, and radio if you have steering wheel mounted switches.

Blinkers are on a separate circuit and do not utilize the clock spring (sliding contact) as Ford calls it.
