You'll need a long closed end wrench initially and you can fab something up to make it easier next time. That small fabric tab usually falls off and is probably down in the floorboard if it was ever there. You can use something as simple as a shoe lace to tie into the release bracket so you can pull it near the headrest when it's latched.
