It seems that in some states (i`d bet, soon to be all) It will not be better to buy a EV from either a dealer or manufacturer. They are rushing to plug those holes in the piggy bank:

Do car dealers no longer have insurance for test drives? I did a test drive today and the sales rep needed a copy of my insurance. I asked him, doesn’t the dealership have its own insurance and he said no, it’s on you if something happens. I thought dealers have their own insurance for test drives?

I've heard others mention the same thing recently but I was helping my sister and husband just a couple of weeks ago to find a used car for my niece. I test drove several that were at dealerships and none asked for a copy of anything except my driver's license.
