Default Fog lights not working?

Have a 2006 f150 xlt. My fog lights don't work so I pulled out my volt meter and turned the lights on. Then I un plugged the fog lights an there is no voltage to both of them. Should I check the fuses next? Which one is it?

Testing a relay:

Provide power to one end, and see if you get anything out of the other ends. Usually you can hear a relay turn on a off.

This may help...
