Default Fast idle, slow to back down

My 97 F150 is idling fast. This started all of a sudden. It idles at about 1200 - 1300 rpms. It does so steady and smooth. Performance is normal other than it seems that it also backs down slow when you rev it up a little....almost like a sticky accelerator...but as far as I can tell that is not the problem. Even manually manipulating the throttle body I get the same thing. I just can't slow the idle down to normal ( I forget the RPMs, but it is certainly slower than 1200 ). Could it be vaccuum? IS there a sensor for idle speed? Any suggestions are appreciated.

IAC sensor. Idle air control.
My 2003 was doing this too.
Could be an O2 sensor also

Thanks, smgfx4. I did remove and clean that valve. It was pretty dark and gunked on the inside though it seemed that everything was moving ok. I cleaned it as good as I could with Liquid wrench and then WD-40 with a small brush. While I had it off I also unhooked the battery...someone sometime told me that every time you unhooked the battery that the computer was forced to 're-learn' how to run the engine. NO clue if that is all accurate and true. While I had it off I also cleaned the throttle body and all the springs and levers attached to it. I put it back on, and now it idles at about 650 to 700 rpm. I appreciate the help.

I have been posting quite a bit since my son rolled it. All sorts of things are popping up. But now I am one step closer!
