Default F150 Strange Noises

I would first off like to say thank you for any information that you may have for me. My truck is a 2008 King Ranch with a 10 inch lift on 37's. I had a cold air intake on it and a PHP tuner. The CAI has been taken off due to noises I believed it was causing. In park it sounds like a low whistle, when accelerating it is a much louder whistle (almost like a weed eater), at 45 or when it the vehicle is under Cruise Control it gets even louder. However when going up a hill or the vehicle is under load the noise goes away. Guys if any of you could help me with what might be causing this please help. I am fairly handy just do not know where to start. The CAI is off and the stock one is back on and it is still making identical noises.

Correct. The stock intake is on it and the drone continues. I had custom tunes on with the CAI and it did the same thing. I cannot get rid of it.

A whistle under light load or idle that goes away under load sounds like an intake air leak. I've seen one a long time ago, (on a ford too).

At low loads you might have 15+ inches of vacuum , at wide open throttle you have none. Look for leak(s) below the carb (if you have one) down to where the intake manifold connects to the block.

I took it up to auto parts store and they told me it sounds like it is coming from my power steering pump. When I turn te wheel it does not make any strange noises however. They said its probably the bearing in the pulley that connects to the serpentine belt.
