cold air intake

I heard that after you put on a cold air intake your supposed to retune your truck? Is this true or does it only matter with a truck that has a tuner?

I would think it matter if u only had a tuner, cause I know people who have installed cold air and did not have to do anything, but I'm not 100% on that
