You failed because more than 4 general illumination lights could be used at the same time, not because you had more than 4 period. If a two headlight system, you can burn two fog lights too, whether on high or low beam. If you have a 4 headlight system, then you must wire the two fog lights so they can only come on with low beams. Fog lights, driving lights, headlights are general illumination lamps, not signal or marker lights. If what you say is correct, call and ask to talk to a Trooper.
