Default Bumper rust starting help

Hey,
I own a 98 F150 STX. It has the color matching bumpers on it which happen to be black. Got the truck in Nebraska but after spending a winter in Minnesota the passenger side of the rear bumper has started rusting. Its the upper portion by where the black plastic bumper guard is. About one inch wide and half inch tall. Paint has scaled off. Any tips of how I can take care of this on a poor man's budget? I am catching up with finances being I am healing from back surgery. Just don't want the bumper to rust away being the truck is clean. Already got my 95 Bronco that rust essentially ate. Doesn't matter anymore cuz I turned it into my mud truck.

Thanks

If it is surface rust, hit it with a wire brush/wheel until all the rust is gone and you're left with bare metal. Prime and paint with a touch up. It won't be perfect but it's better than a rust spot.

Thanks for the suggestions guys. I like the bedliner idea but currently I lack the funds to do something that big so I am just gonna wire brush and sand the corner clean and patch it for now. I know it won't be pretty even though the truck is rust free it is a 13 year old truck so this stuff is bound to happen. After i heal from my back surgery I plan on taking it off and painting or bedlinering it inside and out.
