IDS = Integrated Diagnostic Software, the stuff the dealer uses to fix today's vehicles, it is used with a computer interface for programming the vehicles.
The hardware to utilize IDS isn't cheap by any measure. Paid $1,500.00 for mine + $700/yr for the license.
If you wish to own the system yourself look on ebay for Ford VCMII, cheaper than buying from manufacturer.

Now your splitting hairs, you don't hear that annoyingly loud chime when you leave the lights on and remove the key and open the door?
So turn it to the 3rd position and your issue is solved.
P.S. I think your are confusing day time running lights with auto lamps, and yes it can be turned on 13+ trucks, unfortunately it has to be activated by the dealer or someone that has IDS.

Point is, I want to turn the switch to the ON position and never have to touch it again but the system isn't smart enough for that.
How does one "activate" DRL? The manual was of no help.

From the drivers seat you will never know unless pulling up to a mirror. If you are worried about visibility to other drivers DRL was designed for that and is just as good as headlights.

What are you wanting? DRL are basically driving lights that are on when headlights are off so that other drivers see you better. If the headlights are off, drl can be set to always be on with the switch on the auto setting. On auto, the light sensor switches from drl to headlights for you when dark.
From the drivers seat you will never know unless pulling up to a mirror. If you are worried about visibility to other drivers DRL was designed for that and is just as good as headlights.

What I want is AUTO OFF HDLMP without the AUTO ON part.
How does DRL work? The manual isn't clear.
And what does this excerpt from the manual mean?

They were turned on at the factory...and 50 bucks was added to the window sticker.
