351m emission in 86 f150
So in Delaware we require emission testing and i bought another 351m, well they took off most of the emission crap, and people in delaware do the two speed test. I was wondering if it was possible to pass emissions without the air pump and emission crap and just add a second cat to it? If not what would be the cheapest way to hookup this air pump so i can put air into the heads?

Also in Delaware-
Did it already fail inspection? I'd at least try to get it to pass before I started trying to modify things. Inspection is free, so it's worth a shot. If you fail, they will give you a print out of what you we're over on, and then you can go from there.
