Default 2010 4.6 Stalling / Hard start issues

2010 4.6 with 140K miles, was a Canadian truck so some minor rust issues. Some times will stall when slowing down, basically flatlines but happens more often during Florida summers when we have a lot of rain. Found water pooled in the drivers side body channel under the plastic step trim where the wires are run to the back. Drilled holes to drain water. Right now in dry weather it without fail is hard to start after filling up and the fuel gauge is always incorrect, showing about half of what it actually has. I have replaced the fuel pump driver module and (supposedly) my mechanic replaced the fuel pump. Any ideas? Im thinking rust and water somewhere might be the issue.

- any codes?
- check/clean/tighten grounds, especially one by FODM and ones at/behind kick panels in cab
- have battery and alternator professionally tested for free at a parts store
- if possible, check fuel psi (and especially during hard start or poor running

report back with findings.
