Won't Start!!
I've got an 82 F-150 with a 351. Wasn't paying attention and ran it out of gas. Filled the tank up and now it won't start. It has an electric fuel pump and I thought maybe it was weak so I replaced it since they're cheap. Replaced the in line filter as well. I'm not getting any fuel to the carb. It'll run with starting fluid but why am I not getting any gas to the carb? Do I need to prime the system some how?

Priming the system is as easy as turning the key. The pump should come on for a few seconds right after the key is turned. That should fill the bowls of the carb almost instantly.
Are you sure that the pump is coming on? Also is the filter keyed? Or one way only? It could have been put in backwards.
But yes, fuel related if it'll run on a shot of ether.

Fuel
You can remove the line to the carb and have a helper turn te key on and visualize the gas coming out of line and then reattach.
Not sure what carb you have.

I'm not even getting fuel to the pump, so I know it's not making it to the carb. I've pulled the line off after the pump and not getting any gas. Is there a pump in the tanks as well? Or an in tank filter?

I looked on Rock Auto and it looks like it comes from the tank through the sending unit to the pump and then to carb. So at this point your sending unit might be plugged. Do you have any way of sucking on the sending unit without using your mouth?
You might need to jolt it up into the pick-up.

Do you have dual or single tank?
The sender in tank should have a 'sock' filter.
