What is the best lift kit for 84 f150 without breaking the bank

Depends on what you want. Just level the front? 4"? 8"?
If you want to go big 4-6+ you should look at swapping in a straight front axle from a 79-earlier f150. Then its just springs and suck and alignment is easy. With the ttb that we have it can be difficult to align it with a lift over 3". You have to track down special bushings.

With their kits you will need a sway bar drop bracket if you have a sway bar. Also, if you want it level and not nose down like it currently is you may want to add a 2" spacer to level the stance.
