Question Start-up troubles

I have a 1976 F-150 with a 390 6.4 liter
I am not able to start my truck without the assistants of starting fluid or gasoline poured directly into the carburetor.
I have changed the fuel filter and use carburetor cleaner from the local parts store and still have seen no results. If anyone could give me suggestions

as to where to start that would be appericated

Is the choke working as it should? The choke should close when you give the gas pedal a pump to the floor. Also,You should see a squirt of fuel from the accelerating pump while looking down the air horn when you work the throttle lever. Ultimately, might be time for a new carb or rebuild your present one.
