I have an 86 F150 that needs some work (doesnt pass emissions, needs some electrical work). Does anyone live in PDX and know of any trusted mechanics?

Also, it has sat for about a year now and wont start up, its a new battery and i replaced the battery cables, it just wont turn over. It was running soundly before i parked it due to emissions failure last year. Does anyone have suggestions or tips on how to get it turned? (im obviously very novice)

I have never found a mechanic in Portland that will do decent work and end up taking it to Northside Ford trucks.
