I believe during that era, the fuel selector valve was electric. It had two functions, one was to select the feeding tank and second to route the return fuel to the feeding tank. I believe the instrumentation was only through the switch it self. With both tanks not indicating, would tend to believe gauge is at fault there. Am leaning toward two issues, the selector valve for the feed of fuel and the gauge for indication.

I think only the EFI has the fuel return lines. Fuel sender has 2 (in and out) lines.
The carbureted engines have only 1 outlet line on the senders.

Klricks is correct. In 84, its a carburated engine (as you said), am I bad. Symptom are the same, the valve selects the feed, gauge indicates. Perhaps auto parts will have selector, might have to go after market as well for the gauge. Or try a cluster from a junk yard or pick-a-part. As a test for the instrument, with key on and engine off jumper the wire from the sender to ground. Gauge will either read full or empty and will do the opposited with wire disconnected. Test both senders.

PS, thanks for the compliment. Once in a while, I get one right. Being incorrect is not a stranger tho.

My son has an 84 F150 with the 302 carb. His fuel gauge stopped working. Does this gauge function through the ignition switch? I've looked for a fuel pump ground thinking it may be dirty or loose but no luck there. He only has one tank so there is no fuel switch issue here.

Thanks in advance
