Default egr issues

i have an 85 5l with 2 bbl carb. im having issues with the egr activation. the egr works when vacuum is applied directly. there is vacuum to the egr solenoid. the soledoid has power. if the solenoid is grounded the egr functions properly. i have a good diagraom of the electronics.
what other switch/solenoid needs to activate for the egr to work. i need to get this working to pass ca smog testing.
now if that is not enough and someone out there is feeling especially generous, could you please tell me the function of some of the other sensors. ie: the map, tps rotary.egr valve position.
i was going to try applying voltage to the output terminals of the sensors listed above, but was unsure if this would cause issues with the ecm.
i hope someone can help

We used to have to use vise grips to clamp a bog socket in the tailpipe to mage the EGR function in the shop
The backpressure transducers that they put on the early ones needed this
Real surprised the CARB boys are breaking your *****
Tell 'em it's their fault in a roundabout way
They are supposed to train those I/M techs

thanks for the reply, but im not sure what i should do to remedy the problem. there must be some input to the ecm which activates the egr solenoid circuit.. does anyone know what that circuit is? im stuck here, does anyone have any advice
