Default Choke question Holley 4180c

I rebuilt my Holley 4180c and I think I did not get the choke put back on right.When the engine is at operating temp the choke is only open at about a 75 deg angle.Is'nt it suppose to be at 90 deg.The relay was shot so I wired it to the heater fan motor.That should be 12 volt,right??
Also when you turn the adjuster is'nt the butterfly suppose to move?

Doesn't sound right, suggest rechecking the engagement of the tang in the groove of the thermostatic spring.

Thx Bill , can do that without taking the carb off,by just removing the adjustment cover ?
