They probably mean EEC when they say PCM or ECM or ECA. There is only one computer but even FORD refers to the same computer by different names.
The EEC (EEC-IV) up under the dash controls the fuel pump relay.
The pumps can be forced on by grounding a pin in the self test (OBD1) connector. Check that and the wiring. If not wiring problem then suspect the EEC.

Default Is there a fuel pump control on a 1985 f150?

I have a f150 1985 XLT Lariat with dual tanks. the control switch is next to the heater controls. I was wondering if there was a computer or something that controls the fuel pumps on my truck? and where is it. I am not getting any fuel at all from either tank. I don't here the pumps running after I turn on the key. I did find along the frame on the driver side the high pressure pump and then there is a round module and then another high pressure pump. I believe both fuel pumps are in the tanks, so I removed the front tank today and cleaned it up but I am not sure how to test the pump off the truck? It has been sitting for about 4 years or maybe 5 years. everything else on the truck works. it even runs if I pour gas directly into the 2 hoses going to the engine. I am a newbie here and I am frustrated because I am not finding any answers. So I thought I would ask. Anyone got the patience for me? By the way I forgot to mention that it is the 5.0L 302 engine. there is only 70K original miles according to the last owner.

Have a look at my web site especially the first wiring diagram and the diagnostics section toward the bottom if the webpage.
