The problem could be isolated to the "new" cylinder?

Where did you get the replacement? Did you unhook or pull any wires from the harness? Double check your work?

Look for things out of the ordinary

The ignition switch is located on the top of the steering column about knee level. The switch is operated by a rod that runs down the top (outside) of the column down to the switch. There is a large connector on the switch. Check that the connector is still attached properly.

What was wrong with your cylinder?
Normally what breaks is the linkage that connects the cylinder to the rod. It's made from cheap 'pot' metal. Mine has broken 2X. Both times I was able to get new parts for about $15 from the dealer but it's been a few years.
Remove the lower plastic dash part and the plastic cover from around the column. Find the rod on top of the column and see if it moves when turning the key. If not the linkage is broken or possibly not assembled correctly. If broken you will be able to move the rod by hand or vise-grips and start the engine without turning the key... BTDT for weeks, (when nobody was looking), until I could fix it.

If the linkage parts are broken then you will have to pull the wheel and disassemble the upper column.
