I noticed this light blue part with a key way with an adjuster. Laying at the bottom front of the condenser on pass side . It looks as though it should be placed on that key way groove. Is this a sloppy assembly mishap?

What the heck is the purpose of this gismo?

 

Not sure im following, but the "light blue" piece down there looks a lot like an A/C line attachment point to the condenser. It should be silver/bare aluminum, the light blue is likely a trick of the eye.
