Default Lines through speedometer display screen when cold

I have lines running horizontal thru my screen and they move from bottom to top. Like an old t.v. or something, about 4 lines at all times just moving up the screen. It's pretty subtle, but definitely there. I have already had the whole instrument cluster replaced and while it seemed less noticeable, it was there. Then I had an OTA update for the back lights or something and it seemed to go away. I think it was coincidental to the time of year/temp as it's only noticeable on cool/cold days, near freezing or below. Well, it's getting cold again and yesterdays 38* morning made them reappear. It's more noticeable on the green "Eco Mode" screen, which I actually stopped using because of it. Anyone else out there experience this or know a remedy? The truck is an XLT with the 302A optional instrument cluster. Thanks.

Dude, It get's to -20 Celcius where I live and have not seen lines like this in the display.
