Default Instrument panel dimmer control

I ordered my 2021 F-150 Lariat loaded, almost, I forgot to order the seats that recline flat, at the time they were only an additional $450 option. But I’ve got stuff I never use… like the hands-free trailer backup, WiFi, you name it, I’ve got it! Anyway, I’m still learning. And yesterday I stumbled upon a setting (the instrument panel lamp dimmer control) which I thought was not working the other day because it didn’t change the brightness while the vehicle was not moving-parked… it did but not nearly enough to make a difference. But before I inquired at my dealer I thought I’d try it while moving down the highway and it did work, I got the full range from dim to bright. So, I stopped, put the truck in park and tried it again. No Joy! Next I tried it while still at a stand-still but I put the transmission in Drive. And still No Joy! It seems this setting can only be adjusted while moving. I found this odd. Adjusting the brightness level while moving can be distracting, looking at the instrument cluster instead of the road. Other settings are not allowed while moving, apparently due to lack of driver attentiveness as Ford specifies these other settings are not to be attempted while moving and dis-allows them, showing an informational message. Apparently this is not the case for the instrument panel dimmer but there is no informational message stating you can’t adjust the brightness while in park, or just stopped, no matter what gear the transmission is in. Anyone have any idea why?
