It's only -3 and my tailgate won't open because it's frozen shut. Is there a solution to this problem?

 

Spray some windshield washer fluid thru the sides. I guess that is what is frozen? The handle? Do the same. Use an old Windex bottle for application.
If you can buy straight Methanol it would work better. Methanol is what is in the windshield washer fluid to prevent freezing. Methanol and water makes the blend.
