Did I get a lemon?
I purchased a Ford f150 powerboost full hybrid in June. Not wanting to trust the onboard computers I did a manual calculation of mpg. I filled up fuel when I had 21 miles to go on the dashboard. I filled up when the mileage was 4041.5. I filled up 28 gallons. I refueled when I had 21 miles to go. When I did this the mileage was 4561.5. When I calculate mpg it only is giving me 18.5mpg. It is exclusively city driven and exclusively driven in ecomode. Ford advertised mpg is more. Did I get a lemon? Can I do anything to improve mileage?

it is in city driving-To get the numbers they advertise, you have to go out on a open, flat freeway and run at a constant MPH with as little load as possible, in other words, the estimates advertised are in a perfect world numbers. I get ~20mpg driving back and forth 32 miles each way to work with my 5.0 but that is totally commuting with little stop and go.
It’s on the lower end, but there are too many uncontrolled variables to directly compare to others. Do you accelerate aggressively? How cold is it outside? Hilly? Windy?
I get 23-24 in summer, 18-19 in winter in the cold, flat Midwest with my powerboost.
Lastly, Ford designed the system as their flagship drivetrain - power was prioritized over economy. Those of us trying to hypermile our trucks are working against the design intent.
