Adding BlueCruise to Lariat

Maybe I’m oversimplifying this but wouldn’t adding the components outlined below allow for BlueCruise functionally to be added to a vehicle?

Your question should be, will Ford allow the BlueCruise software to be downloaded to a vehicle that their system doesn't recognize as having the hardware installed at the factory. I'm guessing not.
