Default Tune

Hey guys, a friend of mine has. 1999 f150. He's gone through everything and it keeps running lean. The computer needs to be turned to match everything and the shop here wants $1500+ to do so. Is there a program we can down into our laptop and do it ourselves? Thank you in advance.

What makes him think its running lean? Assuming it is stock, the only reason it would be running lean is a mechanical failure of some sort. Might want to look into HP tuners.
