Default Vibration when braking

I have a 2013 XLT with 47,000 miles. I noticed lately i had been getting vibrations in the steering wheel when braking from a speed in the 70-40mph range. The vibration goes away once i reach 30-35mph.
I tow a boat regularly so i figured my pads were worn. I replaced them last week. This did help with stopping ability but not vibration. The originals were toast. I noticed some wear on the front rotors. It is very little wear but they not perfectly smooth like the rears. The front passenger has a little more wear than the front driver rotor. Could this vibration be from the rotors?
Its not a tire issue. I put on new tires at 42k miles. It vibrates with both.

If it starts up again after that, change your mounting brackets
