Default transfer case isue

I have a 1997 f-150 4x4. It is not a shift on the fly 4x4. It has the shifter in the floor. My problem is that the truck was put into 4 wheel low and now I cannot get it out of low range gear. It will go back and forth between 4 and 2 wheel drive but the transfer case stays in low range. There is no motor on the transfer case as it is not on the fly. The only vaccuum hose on the case is factory capped. There is however a clicking sound when trying to shift between modes. The only thing I see on the tranfer case is some type of electrical switch of some sort right below where the vaccuum line would be hooked up. I have tried backing up and changing from low to high but that is not working. The truck remains in low range whether in 4 or 2 wheel drive. Any help in this matter would be greatly appreciated.

i'm no tech, but i'm guessing you should get under the truck and check your connections, possible water issue, or linkage....

I checked the linkage and it is fine. It will go to 4x4 and back to 4x2 it just won't disengage from low range gear.
