Default Transfer case encoder motor

Hello, everyone. I just purchased a 97 f150 4x4 step side with the 4.6. I already have had to change alternator and battery but it's running pretty good now. I am having a problem with the 4x4. When I bought it it was stuck in 4x4. I have taken the motor off and put it into 2wd. My question is the motor seems to be stuck in an in between position between 2hi and 2lo. How do I test this motor? I am good with a multimeter. I can't move the motors position with a screwdriver it won't budge. Also just testing with a test light there is no power to the switch in the dash. I'm not to familiar with the ford 4x4 system so I could use some help as to what and how to test. I have been a car and tractor trailer mechanic so I'm not to far behind. Just need to learn the new system.

Have you replaced the motor relay yet? Also I would download a wire schematic of the motor harness so you can probe the connector for voltage. If I had to guess I'd say the motor is bad if you can't move it.
