Default Trans trouble

So my 2001 F150 supercrew, 4.6, 2wd, is having some trans problems. It will do reverse, 1st and 2nd just fine. It, however, wont shift out of 2nd. The trans doesn't slip (it will peel out just fine) and will downshift from 2nd to 1st if you get on it. I've ohm'd out the shift solenoids and im getting under 30 ohms. Could the 2-3 accumulator spring be broken or is it time for a rebuild? There's no metal fragments in the trans pan and just the normal fuzzies on the magnet. Trans fluid doesn't seem too burnt. Oh, its a 4r70w trans. I'm not a transmission guy, but i got the truck for the right price so I'm willing to rebuild it if it comes to that.
