Default stiff steering!

I have a 2007 f150 and do not know how to diagnose this problem! My steering is tight for a quarter turn then loosens then tightens. First thing I did was check power steering fluid which was good. I am not sure where to go from here. Any help would be great. Thank you!

I had a 05 that did this. There is a ujoint in the steering shaft. Soak it with some penetrating oil.

Not really. Just look along the steering shaft/column towards the bottom of it and you will see it. I used a extension/straw on the can.
