Default Rusty Wheels

I have a 2000 F150 Laredo XLT I've had since '17. Very tight truck, runs great, really happy with it. Has 130K on it. It had 117K on it when I bought it. I have the original documents that tell me it was purchased new in Royal Oak MI so that's the source of the problem...rust (don't know how it made it to Southern Colorado but I'm glad it did). It has the original factory 7 lug 16" wheels with the pressed on aluminum trim covers over the steel wheels. The wheels are pretty rusty. Can those bright trim covers be removed without tearing them up? I'd like to remove them and have the wheels power coated or at least treat the rust and repaint. Then can I reinstall the trim covers or is that a futile idea? I don't see any other way to deal with the rust behind the covers and I don't know how readily available rust free identical wheels are here in Southern Colorado salvage yards. Any suggestions?
