Default Please help can't get rid of code

I have a 1998 5.4 l and I have been getting a check engine light with the code p0401 (insufficient egr flow.) I have checked/replaced the egr valve, dpfe sensor and hoses, dpfe selenoid. I have also taken the throttle body off and cleaned it. I was also getting a code P0147 (too lean.) I took care of the too lean. But I can't figure out what is causing the other code. The vehicle idles rough and drops below 700 rpm when in gear. Any suggestions are welcome and appreciated.

See if there's a fuse that powers the DPFE or EGR and replace it if necessary. See if the engine idles higher without the EGR tube attached. Test the DPFE connections to see if the truck is supplying the correct voltage to the DPFE and subsequently the EGR valve to get it working properly.
