Default Passenger side fuse panel ground

I could use some serious help. I have a 2010 F150 XLT Super Crew. I went to start it, yesterday, and I had no juice. I recently replaced my plugs and boots, but it's been running fine. Although it would not start, I was getting all kinds of rapid clicking. The was clicking coming from both fuse panels. Under the hood, I believe it was coming from the Uplifter 1 Relay (#7) (I'm trying to recall from memory). Inside, the clicking was in the larger pink coupling and the large box-like plug that is a bit more toward the front of the truck.

When I was searching for answers last night, I read someone's post that suggested I look at the ground. My ground has been cut (not chewed by mice, which I also read could be an issue). I have only about three inches of the ground wire, attached to the post. I cannot find where the rest of the ground wire is, so I don't see where to splice it. Should I splice it? I certainly have not cut the wire recently, so why would it act up now if it was intentionally cut? I could use any help/insights anyone has.
