Default p1151 code, hopefully not the average question

Hi Folks,
I have read through this forum and learned quite a bit. I always come here first.
So, I have a 2000 xlt 4x4 w/a 5.4 vin code L. I have recently replaced headgaskets and timing chains. The engine runs great except for this p1151 code. My live data feed shows the ho2b2s1 sensor is working and sending data. It's the ho2b2s2 sensor that shows 0.0 volts. I figured this would be an easy fix. I had an extra sensor laying around so I installed it. Still 0.0 volts. So I tested the sensor I just removed and it showed a DC voltage which rose as I heated it and fell as I removed the heat. Seems to me that the sensor is still good.
What I'm wondering is how can I gain a access to a wiring diagram of the ho2 circuit?
Why the p1151 code if the S21 sensor is working? At least I think it's working.
Finally if the pre cat sensor is the one that's supposed to be at fault, why is the post cat sensor showing 0 vdc?
Any advice will be welcomed. Thank you.
