Default Lower active grill causing overheating?

I have seen a few posts about this but nothing specifically about the lower grill shutters. I have 2016 King Ranch with 3.5 Ecoboost my question is the lower grill shutters in front of the intercooler i am able to move by hand. Is this normal because if they are hooked to a motor i shouldn't be able to move these. The reason I ask is when i was towing uphill about a 6000lb trailer i got reduced power because of overheating all of the temps were normal except for the engine temp. If this vent was stuck closed i can see how it would overheat.

The lower will not cause your coolant to get too hot. It is the mostly inadequate cool system that causes that.
