Default Intake Runner Control Motor? Code P2004

What is the Intake runner control motor and why is it over $500 to replace? (parts and labor) I would love to fix it myself but don't have all of the resources. It's a 2004 f150 5.4L. I recently had Cam phasers replaced, timing chain and guides replaced.

One month later, in a 2 hour time frame my engine was stuck on high RPMs as soon as I started it but slowed down when I tapped the gas, then there was a clapping sound in the engine and power loss. Engine light came on. Brought to mechanic and a a code came up (don't know code yet) for an intake issue but decided to see if there was any oil loss. There was, 2.5 quarts and I have never had an oil loss before with this truck. Where is the oil going all of the sudden?

Is the oil loss tied into the timing chain and cam phasers being replaced and is the intake runner control motor a common issue in any circumstance?
