Default Idle lope

I have a 2005 F150. Last week it began to die at stop signs and red lights. It also developed a lope, with the idle going up and down between 200 and 700 rpms. It is a 4.6 V8 , and it doesn't have a IAC in it. What controls the idle? Any suggestions on how to remedy this problem ? I have been told that I have to buy a complete new throttle body.
I would appreciate any help.

Thanks, Tom

Took the throttle body off of it and cleaned it with a can of TB cleaner very thoroughly. It was nasty. Used CBC elec cleaner on all the plug ins.
It runs like a new one. Cost me $14 dollars for the two cleaners.
