Default Fuel level issues

So heres the low down. 93 f150 302, E4od, dual tanks. The truck runs fine on the rear tank until i get to a 1/4 tank of gas then starts sputtering and missing i.e. runs out of gas. so it annoyed me having the fuel gauge off so i dropped the tank and replaced the pump and cleaned all the contacts of the sending unit.
p.s. there was still a 1/4 tank in the tank when i dropped it so the guage is actually on. recently this issue has gotten worse now if i go below 1/2 tank it will have the same issues.
This pissed me off enough to drop the front tank and replace the whole sending unit and pump because it has not worked since i bought the truck. Weird enough switching to the front tank it has the same issue. odviously its not a tank issue now. Could this be a tank selecting valve issue?
The filter has been replaced twice once after i bought it and about 6mnths after that. the second filter was about 4 mnths ago.

Fuel pressures look good front to back 32ish with vacuum on the reg. and 40ish with no vacuum.

Any thoughts Ford enthusiasts, i'm loosing faith about as quick as they leak gas lol.
