Fuel filter removal tools?

Default Fuel filter removal tools?

changing the fuel filter on my 2006 F150, and ran into a problem

got the right filter, check


got the little tool, check


take off this fitting, check


then i ran into a problem. i can not figure out how to get the "downstream" clamp off.


its metal, not plastic like the other one. i even took off that funny little clip that goes around it. monkeyed with it for about an hour, no luck, still tight.

can anyone help me out? i have an occasional "crank, no start" condition, and i really want to get this new filter on so i can see if the problem is resolved. plus, its the factory filter with 85,000 miles.
