Default Front suspension question

I just had the shocks and struts replaced on my daughter's 2007 FX4 with Bilstein 5100s. The original shocks were still in at 192K and needed to go (though they surprisingly weren't as bad as I thought).

Prior to changing them, I had noticed a yellow urethane looking buffer on the front right strut visible through the spring and around the chrome rod. It was loose and could be moved easily up and down. I figured that it was a broken part of the old strut, but it's still there (and loose) on the new strut.




My 2010 doesn't have this, but it also has been lifted and had the struts replaced. What is this urethane doughnut piece?
