Exclamation Fender and general rust issues

Iv got a 2000 supercab and rust is starting to form around the fenders along with some bubbles, what are some ways to stop it from spreading, cover it up and prevent future rust. And unfortunately it dose have a garage so it's open to the elements so I'm looking for some superior pertection. Any advice is appreciated thanks, Fisk.

Ive been dealing with tje same thing but just on the rockers i feel like im gonna loose my truck if i dont do something about it ive been doing a lot of research since rockers are $2500 min so i think im going to put either por15 or kps on them i guess i just have to sand down around the rust and paint it right over and any soft spots i have should become rock solid from what it says... Ive done a ton of research and sounds like the best fix, and it is paintable look it up it sounds like good stuff

Yeah no prob and it sounds like por15 is the better of the 2 its a little more expensive but sounds like its more paintable let me know how it goes ill do the same
