Does your truck have the oil cooler by the oil filter? May be an internal leak there, oil pressure is more than radiator pressure. Am not sure how close the oil pressure passage is thru the head gasket is to the water jacket, usually head gaskets leak water into the oil pan at the cylinder head oil return ports.
It sounds like you might have one of two problems known for the 4.6L V8 had in 1999. The first is a problem with the time cover, the metal was too thin and it has a habit of warping and leaking coolant and oil. There are also numerous service bulletins on the 4.6L concerning head gasket problems. Apparently this failure lets oil cross over into the coolant passages in the heads. Either way as they say on Trick My Truck, "let's Tear Down!" Check the engine oil for coolant if oil can get into the coolant, then coolant can get into the oil.. While you have all of these parts off the engine replace the timing cover if it is the original cover. There was a recall so it might have already be upgraded with a new cover.
