Could be a wheel speed sensor gone bad. The system takes input from them to determine how to apply the brakes for you, I imagine if one went bad, and wasn't providing a wheel speed, the system would react as if that wheel was locking up, which would be to apply the ABS. Maybe wouldn't throw a code, because the system is actually operating correctly for the conditions (according to its sensors anyway). I think the sensors are fairly cheap, and easily accessible at the time of changing brakes.

^ please report back on your findings.
Im having the same problem on my 97, abs is kicking under dry road braking conditions causing the ABS motor to run and the pedal to pulse. Rather annoying.
Any other ideas?
A friend told me could be a wheel bearing??

i own 1998 f150 lariat w small v8
having problems with the abs kicking in at very low speeds such as parking at the store. it kicks in and barely stops me. scares the hecks out of me. if i think fast enough i let off the brakes and rebrake and it usually works, but still scarey. hope it never happens at fast speeds.... help help!!! roger skaarland

when you say its not throwing a code, you do realize not all scanners are capable of pulling all code categories?
