Default 443 code is driving me nuts

I bought a new gas cap, checked the valve at the firewall (3.6 ohms, same as the one on my stang and ranger) and I just can't seem to figure out this code.

Anyone want to give me some things to check?

2006 F150 4.6L Automatic XL 8ft bed. Low voltage (3v) on VPWR at VMV, code is P0443. Verified at PCM as well, same result. Measure taken with key on, truck off, VMV unplugged and harness probed. Figured out how to do all this reading the internet, now at a brick wall. Need to get code to go away, think I need to make greater than 10.5v show at VMV on VPWR but have no idea how from here. Stuck looking for the next move to make.
