I have replaced one but not painted one. I think it was 4 screws and several push in fasteners. Depending on the look you want rattle can is a very good possibility.

just a suggestion try plasti dip that way if you
don't like it you can peel it off

I power washed the wheel wells, and then took a can of spay on bed liner to each well. It lasted for about a year to a year and a half of abusive (off road, salty roads, water, mud, gravel) driving with one coat before I noticed any peeling. At the two year mark now, and just waiting for winter to end so I can give it a fresh coat.

Edit, realized you were talking about the outer wheel well, I was talking about the inner wheel well.
